As for the 'meta powers' thing, my OC has quite a couple of them, is this the correct place to enquire about their tiers/whether they are going to be fully locked? if not, where should I go?

Under the old system, characters with a singular, straight forward ability would have been forced to pay the same point value over time that a character with very complex and vast powers would have to pay, even though the abilities of the two characters are not comparable.
So I’ve changed the system to accommodate both complex powers and simple powers. Changes can be found on the Rules Page, FAQ Page, Points Page.
Will this affect your character? Not much, because of the vast powers you've described, they would still use the complex power reacquisition option. However, this is more to keep you informed of the change, and a heads up for any future characters you wish to app.

I have Amanda Perry who is canonically a ventilator-dependent quadriplegic. I'm comfortable with bringing her either after her canon physical death or otherwise physically healed, but as her disability is not technically immediately life threatening as long as she has accommodations (she has lived with it for 24 years and obtained a doctorate etc), is there a way for it to be feasible for her to retain it? (given that she has extensive knowledge of alien technology and some not so beneveloent races, although she's wanted healed for a long time it would be logical for her to decline it from beings she doesn't know yet)

Let me see if I have your question correct - You want to know if your character could remain a ventilator-dependent quadriplegic upon arrival, with the possibility that at some later point you could play out her seeking medical intervention from the setting alien NPCs regarding such?
If this is your question, then yes, your character could definitely remain a quadriplegic upon arrival, leaving you the option to play out her seeking treatment at a future date. You would also have the option of having her arrive with her canon medical aides (as this would be one situation that falls under the exception to the 'characters arrive with nothing' rule) or letting the setting alien NPC provide new medical aides. But that is something you can work out once you've apped.

Thank you! She does have a canonical aide we see briefly, but either situation would work (and I have a grand total of one picture showing her with her ventilator and chair to show exactly what the setup would look like)

I'm considering Rachel Morgan from the Hollows. However, I've got some questions about her initial de-powering on arrival. Most of her magical powers are tied to her blood, which has been altered due to gene therapy to allow her survive a illness that would have otherwise killed her in infancy. (Basically her blood has enzymes in it that 'kindle' spells). Her powers themselves don't keep her alive, but are more of a side effect of that genetic tampering.
So the hopefully TL;DR is since Rachel's blood kindles most of her magic (not all) and that the reason that magic works is from stuff that was done to keep her alive, would she still lose her powers or would she fall under the clause of 'necessary to keep a character alive' clause? (here's the wiki link about her powers if that would help at all)

I'm thinking about making an app for Thea Queen from CW's Arrow and have a small problem. The canon point I'm looking at is late S3 when she was stabbed by Ra's Al Ghul. Part of that arc includes her being dunked into the Lazarus Pit which brings its own set of problems (aka the much hated bloodlust mess). I want to avoid that part of the storyline but be true to the fact she's basically been through hell thanks to Ra's Al Ghul and her own demons (along with a proper healing process character arc). So could she be healed of the stabbing while leaving room to work through the fallout? If needed I can take her from the following season post the bloodlust being cured.
